Economist from the National University of Piura (Universidad Nacional de Piura) with a Master’s Degree in Tourism Public Management from the International University of Andalucía (Universidad Internacional de Andalucía) at Iberoamerica Santa María de la Rábida branch campus. He also has a certification course in International Cooperation from the Complutense University of Madrid (Universidad Complutense de Madrid) entitled “Aid Effectiveness and New Modalities of Development Cooperation”.

He was Head of the Department of International Technical Cooperation of the Regional Government of Piura in 2009 - 2010, 2012 - 2014, 2019 - 2022 and 2023 - February 2024.
Manager of more than 120 agreements with international cooperation agencies for the execution of more than 150 sustainable development projects at regional and national level on the topics of: productive diversification, agricultural technology, food security, aquaculture development, digital transformation, environmental management, disaster risk management, renewable energy, comprehensive management of biodiversity and forest management, clean water supply, basic sanitation, strengthening of the health system, comprehensive education, management of cultural heritage, Science, Technology and Innovation, among others.
He promotes the Cooperation Agreements with the Governments of the State of Utah, Washington, Oklahoma, Maryland and with the Governments of the Autonomous Communities of Extremadura and Navarra. He also organizes Official Missions of Cooperation and International Business, as well as, business meetings with the United States of America and with Chambers of Commerce of the European Union.
He has been an advisor to the National Secretariat for Economic Development of the Network of Urban and Rural Municipalities of Peru (Remurpe). Advisor on Economic Development and International Relations of the District Municipality of La Arena. Advisor on Economic Development and International Relations of the Señor Cautivo de Ayabaca Municipal Association. Advisor on International Cooperation Management in the Provincial Municipality of Sullana. General Coordinator of the Citizen Institute in Piura – Friedrich Naumann Stiftung Foundation.
